About EM CX Available Training

The EM CX supports several training initiatives in a variety of ways. The EM CX staff serves as proponents, subject matter experts and instructors for many Environmental and Munitions related formal training courses through the USACE PROSPECT program. In addition, the CX also hosts many program specific training and courses and informal technical workshops.  We also represent the Army on the Interservice Environmental Education Review Board (ISEERB) Restoration Subcommittee, often reviewed other services’ training courses for use within the Army.  Lastly, we serve to alert the field of other training opportunities such as Interstate Technology Regulatory Council (ITRC) courses.

PROSPECT Program  

The U.S. Army Corps of Engineers USACE Learning Center (ULC) is the Center for Learning and Training for the Corps of Engineers. It is under supervision of the Headquarters Directorate of Human Resources. The ULC manages and implements the Proponent-Sponsored Engineer Corps Training (PROSPECT) Program. Environmental regulatory training courses available through PROSPECT can be found in the Managers and Supervisors Training Handbook, also known as The Purple Book, at http://ulc.usace.army.mil/.

Interservice Environmental Education Review Board (ISEERB) Approved Courses

Since 1972, the military services have participated in a voluntary process to achieve training efficiency through the consolidation and/or collocation of common training when it is in the best interest of all participants to do so. The Interservice Training Review Organization (ITRO) is the means by which the services voluntarily coordinate interservice training. The Interservice Environmental Education Review Board (ISEERB) was formed in 1994 and is a standing subcommittee to the ITRO.  The purpose of the ISEERB is to promote efficient, cost-effective environmental education and training to the services without duplication of courses or training resources. When a course is “ISEERB Approved,” Subject Matter Experts (SME) from each DOD service and the Coast Guard have reviewed the course and found it applicable to their service. The SMEs continue to review the course at least every three years to ensure it still meets the needs of their service. Schools that host ISEERB Approved courses agree to allow members of other services to attend their courses free of any registration fees unless those fees are required by federal law.

The ISEERB is not a policy board, resource board or board of directors.  The ISEERB does not review contract courses (including those offered by academic institutions) that were not developed to conform to Service instructional design standards or occupational safety and health courses.  Environmental law for lawyers and DOD Scholarship Programs are also outside the authority of the ISEERB.

Interstate Technology Regulatory Council (ITRC) courses

The Interstate Technology & Regulatory Council (ITRC) offers a wide variety of Internet-based training courses on innovative environmental technologies and approaches specific to the areas of site characterization, monitoring and remediation as well as other environmental topics.  ITRC is a state-led coalition working together with industry and stakeholders to achieve regulatory acceptance of environmental technologies. ITRC is a program of the Environmental Research Institute of the States (ERIS), a nonprofit corporation operating in support of the Environmental Council of the States. For course registration,  http://clu-in.org/studio/seminar.cfm or at www.itrcweb.org click on “Internet-based Training”. Course registration opens 4 to 6 weeks prior to each course offering.  These courses  are sponsored by ITRC and EPA with no cost for the participant. These ITRC courses are delivered via a partnership with USEPA OSRTI on their website at www.clu-in.org/studio/
