As the Army’s Third Party Financing Center of Excellence, the U.S. Army Engineering and Support Center, Huntsville (Huntsville Center) is the recognized leader in the efficient execution of Energy Saving Performance Contracts (ESPC) through streamlined acquisition processes.

With more than 20 years of experience, our full line of capabilities include project management, contracting, engineering and legal services.

ESPCs allow agencies to procure energy savings and facility improvements with no up-front capital costs or special appropriations from Congress, through the utilization of alternative financing from the private sector.

Typical ESPC Process:

The program has implemented more than $1 billion in facility improvement capital investments since its inception. In the last five years the program has executed 81 percent of the Army’s total $1 billion contribution to the $4 billion Presidential Performance Contracting Challenge’s (PPCC) for energy efficiency performance contracts in the federal sector through 2016.
