The Facilities Reduction Program, FRP, eliminates excess facilities and structures to reduce infrastructure costs and achieve energy savings. The program is centrally managed, with execution carried out at both Department of War and non-DOW sites. FRP supports federal agencies by identifying buildings for removal, preparing required statutory documentation, conducting pre-demolition environmental assessments, and physically demolishing surplus inventory.

Program Overview and Milestones

• Established in 2004, FRP was initiated when the U.S. Army Installation Management Command, IMCOM, selected a single execution agent to centrally manage and streamline facility removal efforts. Since then, the program has expanded to include the relocation of transportable facilities and disassembly of metal structures, promoting opportunities for recycling and reuse.

• From 2004 through 2015, the FRP successfully removed over 22 million square feet from real property inventories. This includes approximately 5,000 facilities, ancillary structures, towers, water tanks, power plants, bunkers, barracks, hospitals and 6 million square feet of concrete and asphalt surfaces.

• In 2008, FRP extended its facility removal services to National Aeronautics and Space Administration and Defense Logistics Agency. Over time, the customer base grew to include IMCOM, Army Materiel Command, U.S. Army Reserve and Missile Defense Agency. FRP also partnered with General Services Administration to provide facility removal services across the entire federal government.

• In 2016, the Office of Management and Budget recognized and certified FRP as the government-wide “Best in Class” program for facilities reduction, acknowledging its role in optimizing government spending, reducing contract duplication and improving procurement efficiency.

• In 2025, The U.S. Army Engineering and Support Center, Huntsville was designated by USACE Headquarters as the enterprise proponent for all stand-alone demolition projects
 

Program Scope

FRP delivers full-spectrum project management services across all phases of the demolition process,encompassing both pre-award and post-award activities.

During the pre-award phase, the FRP team is responsible for managing project development, conducting pre-proposal site visits, and drafting detailed Performance Work Statements. The team also establishes project schedules and develops comprehensive Project Management Plans. Independent Government Estimates are prepared to forecast demolition costs accurately. The team oversees the preparation and solicitation of Requests for Proposals, evaluates contractor submissions, makes selections, issues contract awards and conducts environmental assessments and surveys for asbestos-containing materials and other regulated substances.

In the post-award phase, the program manages project execution and contract administration, ensuring adherence to quality assurance standards and safety protocols. This includes tracking and reporting project status, processing contract modifications and invoices, and reviewing all contractor submittals. The team also evaluates and responds to Requests for Information, approves safety and work plans, conducts on-site inspections, and facilitates issue resolution as needed.

At the conclusion of each project, a final demolition report is produced. This report includes all relevant waste stream diversion and recycling data, documentation of the chain of custody for asbestos and other regulated materials, and a summary of all completed work actions. This documentation is intended to support the customer's reporting requirements and assist with real property management responsibilities.

The U.S. Army Engineering and Support Center, Huntsville works in coordination with the local U.S. Army Corps of Engineers district to provide on-site quality assurance support, ensuring that project execution meets both national standards and local expectations.

Contracts

 Indefinite Delivery/Indefinite Quantity contracts covering all 50 states plus U.S. territories and overseas installations are in place to support the program. Included are four regional Multiple Award Task Order Contracts for executing demolition and a Single Award Task Order Contract for specialized demolition expertise.
