The Electronic Security Systems (ESS) Program at the U.S. Army Engineering and Support Center offers turn-key, cradle-to-grave support for the design, procurement, installation, testing and maintenance of ESS worldwide. The ESS Product Delivery Team (PDT) can support any U.S. government agency in need of physical and/or electronic security systems.

The ESS PDT is part of the Electronic Security Center (ESC) which is distinguished under Army Regulation 190-13 and Engineer Regulation 1110- 1-8162 as the U.S. Army’s Mandatory Center of Expertise for Electronic Security Systems (ESS-MCX).

The ESS PDT includes project engineers, project managers and contracting professionals who work together along with our customer to outline requirements, develop Performance Work Statements (PWS) and issue Requests for Proposal (RFP), resulting in contract awards to qualified contractors offering the best value to the government. Our highly functioning PDT ensures that our customers’ needs are fully identified and products are delivered in accordance with customer requirements and specifications. We have a proven capability to deliver ESS products and services worldwide.

The ESS PDT utilizes multiple contract vehicles to competitively acquire products and services using streamlined acquisition processes. The contract vehicles utilizes a pre-qualified pool of contractors that perform to meet USACE and industry standards, in compliance with Unified Facility Criteria (UFC). The primary contract vehicle currently being used for ESS efforts is the ESS VI Multiple Award Task Order Contract (MATOC) which has a contract capacity of $450 million and an ordering period through October 5, 2022. The ESS VI MATOC includes multiple small and large business contractors experienced in designing, installing, and maintaining ESS. The ESS VII MATOC, valued at $675M, is scheduled for award in late September 2022.
