The Medical Outfitting and Support Branch at the U.S. Army Engineering and Support Center, Huntsville is comprised of two programs: Medical Outfitting & Transition Program and Project Support Services Program. Both programs provide distinct mission requirements in a global environment to support of the Defense Health Agency and other DOD/non- DOD Medical Stakeholders. The Medical Outfitting & Transition Program is aligned in three distinct teams: Initial Outfitting & Transition Team, Medical Furnishings Team and Medical Design Support Services Team.
Initial Outfitting & Transition Team:
The Initial Outfitting and Transition (IO&T) product line at the U.S. Army Engineering and Support Center, Huntsville offers total turn-key project support for equipping healthcare facilities, and transitioning of staff and patients into these facilities, within the DHA Facilities Enterprise worldwide. IO&T provides these services for both new and renovated military healthcare and medical research laboratory facility construction projects. IO&T provides transition support with services that can provide everything that is needed to meet the mission on first patient day – medical equipment, furniture and furnishings, and just as important, complete clinical operation planning to ensure smooth processes to support the patient delivery model in a world-class facility. The IO&T mission was established in Huntsville in 2010 to support major Army hospital construction projects. The team continues to support new construction, as well as renovated facility projects, for all of DHA. IO&T task orders can include some or all of the following services.

Medical Furnishings Team:
The Medical Furnishings Team supports DHA medical facilities worldwide with the procurement and installation of medical furniture and furnishings. Medical Furnishing projects have no transition services requirement and generally do not include medical equipment. This Team supports new facilities, major and minor Sustainment, Restoration & Modernization projects, and locally funded furniture and furnishings replacement projects. The Medical Furnishings Team provides and installs Integrated Modular Medical Support Systems, non-systems furniture and furnishings, artwork and graphics for hospitals, clinics, pharmacies, laboratories, dental clinics, veterinary clinics, administrative facilities, logistical facilities, as well as research and training/classroom functions.
IMMSS products available through the team allow for integrated facility solutions with the flexibility to accommodate changing medical technology and functional requirements. IMMSS systems furniture products include workstations for offices, providers, and exam and treatment rooms; modular pharmacy and laboratory systems; nurse and reception stations; medical material handling and storage, medical carts and lockers, ergonomic task seating, waiting room and lounge seating. The team is a success because of its innovative approach, significantly lowering contracting timelines and costs, and providing high user satisfaction. Furniture requirements are typically derived from Architect-Engineer facility designs, or from FF&E packages developed by our Medical Design Support Services team within the MO&T Program.
Medical Design Support Services Team:
The mission of the Medical Design Support Services Team is to create healthcare environments for the DHA facilities enterprise that are patient and family-centered, aesthetically pleasing, safe and always of the highest quality - achieving world class medical facilities through interior design expertise.
Our healthcare interior designers ensure that military medical facilities are outfitted with finishes and furnishings that comply with DHA interior design criteria, Evidence-Based Design principles, ADA/ABA standards, Building and Life Safety codes, patient privacy and infection prevention practices. Healthcare products specified are also sustainable and environmentally friendly. Value-added services include design/review/ oversight of all interior design elements for military medical projects and developing comprehensive furniture packages for SRM projects and for local procurements at the facility level. The MDSS team can support all Department of Defense Services as part of the shared services associated with the DHA.
Project Support Services Team:
The Project Support Services program provides quick response medical support services to the Department of Defense and other federal agencies. Services offered include general project support services, facility assessment services, planning services, project development services, site analysis services, technical project management, occupancy support services, facilities system support, contract management and other supplemental services in support of U.S. Government medical facility requirements. While most of the contracts are short term requirements, we can also provide support for long term, ongoing requirements as well. Some of the ongoing requirements we are currently providing support for is the Defense Medical Logistics Standard Support, Builder Software and Real Property Income Expense support requirements for the Army, Air Force and Navy.
The program supports CONUS activities and OCONUS locations for DHA, U.S. Army Medical Command, Air Force Medical Support Agency and U.S. Navy Bureau of Medicine and Surgery.
The key to our success is the ability to quickly respond to customer needs by having various contracting tools available, with medically astute contractors. Our PSS MATOC pool of contractors were specifically selected based on qualifications and experience in medical facility support services. The program utilizes a variety of contracting approaches, including execution of task orders through the PSS Programmatic Multiple Award Task Order Contracts, executing stand-alone contracts through the Small Business/SA program and execution of contracts through available GSA schedules.
In FY24, the PSS Program awarded two seven-year MATOCs to support our medical stakeholders through FY31. The PSS Programmatic MATOCs consist of the Medical Facilities Support Services Generation 3A for CONUS, $840 million capacity, and MFSS Gen 3B for OCONUS, $210 million capacity, which will support our growing program.
