The Operation and Maintenance Engineering Enhancement/Project Support Services (OMEE/ PSS) Program at the U.S. Army Engineering and Support Center, Huntsville, provides a simplified process to respond to the growing operation and maintenance needs of Department of Defense medical facilities, as well has other medical facility project support services. The program uses streamlined processes that provide low-cost, quick-response contracts for the operation, preventive maintenance, repair and replacement of equipment and other facility support for DOD installations worldwide.

The program has a suite of Indefinite Delivery / Indefinite Quantity O&M service contracts available to execute maintenance requirements. These contractors were selected on their ability to perform in medical facilities and are knowledgeable in The Joint Commission and Accreditation Association for Ambulatory Health Care requirements.

Highly complex medical facilities are under full-and-open competition within the contractor pool; smaller, less-complex clinics are set aside for small businesses within the pool. The contracts expire Feb. 11, 2020, and include the following companies:

These contracts can provide scheduled maintenance, corrective maintenance, pest management, aseptic management, grounds maintenance, biomedical equipment maintenance and repair/replacement services in support of medical or non-medical facilities.

The typical O&M task order includes a Firm Fixed Price line for the preventive maintenance work and a corrective maintenance line that can be used for repairs/replacements, or small projects. O&M services can be awarded for 12-month periods with up to four renewable yearly options. These task orders are performance based which reduces the government’s risk.

The Medical Project Support Services portion of the program provides quick-response medical support services to the Department of Defense and other federal agencies. Services offered include general project support services, facility assessment services, planning services, project development services, site analysis services, technical project management, occupancy support services, facilities system support, contract surveillance/management, and other supplemental services in support of U.S. government medically related activities.

The program supports continental U.S. activities, as well as specific outside continental U.S. locations for the Defense Health Agency, the U.S. Army Medical Command, the U.S. Air Force Medical Support Agency, and the U.S. Navy Bureau of Medicine and Surgery. In addition, as the designated Enterprise-Level Quality Assurance Coordinator for the MEDCOM Sustainment Restoration and Modernization Program, the team works with U.S. Army Corps of Engineers geographic districts to provide USACE QA support.

The key to our success is the ability to quickly respond to customer needs by having various contracting tools available, with medically astute contractors. Our PSS IDIQ contractors were specifically selected based on their qualifications and experience in medical facility support services. The program uses a variety of contracting approaches, including Services MATOC, Architect Engineer Services Contracts, Blanket Purchase Agreements and GSA schedules.

The existing PSS Services MATOC supports requirements in the continental U.S. and includes the following firms: ARGO, NIKA, Clarke, Polu Kai, HFS and TEAM Integrated Engineering Inc.

The active Architect Engineer MATOC supports requirements in the continental U.S., as well locations outside the continental U.S. and includes the following firms: LRS/Paradigm JV, Raymond Pond JV, VCI, Seven Generations, The Outfit/Guidon JV, HFS, ADG, GES, SC Engineers and Apex/NMA JV.
