U.S. Army Corps of Engineers Headquarters, created the Standards and Criteria Program to support tri-service Military Construction. The SCP maintains the existing critieria documents (guide specifications, technical manuals, standard designs, etc.) and develops new documents in technical areas where the need is identified.
The U.S. Army Engineering and Support Center, Huntsville is the program-executing agent for USACE Headquarters' SCP annual program and manages funding to the following:

- Architect-Engineer Contracting Support for SCP Projects
