The U.S. Army Engineering and Support Center, Huntsville Energy Engineering Analysis Program (EEAP) assists agencies by providing comprehensive energy and water evaluations (audits), and energy planning services. EEAP is the gateway to accomplishing the appropriate solution set for your site’s energy and sustainability goals using a comprehensive and customized solution.

EEAP Services

  • Energy Security Assessments Assesses energy supply reliability, vulnerabilities, and the ability to protect and deliver sufficient energy to meet operational needs for critical missions and loads.
  • Energy Baseline Assessments Assesses existing utility consumption and rates to determine avenues to reduce energy costs, define the goals/strategy for an installation, and determine if renewable energy projects can fulfill the installation’s energy requirements.
  • Energy Resiliency Microgrid Assessments - Provides viable results and recommendations for the implementation of resilient solutions, such as microgrids, at those installations per DoDI 4170.11 Installation Energy Management and Army Directive 2017-07 Installation Energy and Water Security Policy.
  • Energy and Water Evaluations (Audits) – Analysis that identifies various ECMs via ASHRAE 100 standard levels consisting of Level I, II or III per the Comprehensive Energy and Water Evaluations Memo dated Aug. 23, 2012.
    • Level I Walk Through Analysis - preliminary energy use analysis.
    • Level II Energy Survey and Analysis - preliminary energy use analysis, preliminary energy use calculations, and financial analysis of proposed ECMs, i.e. Life Cycle Cost Analysis.
    • Level III Detailed Analysis of Capital-Intensive Modifications - expansion of Levels I and II – more extensive data collection and analysis.

Also, provides more robust analysis to optimally bundle ECMs for maximum effect and posture for third party financing and other opportunities. Other approaches consist of, but not limited to, High Performance Sustainability Building Assessments (HPSB), and Recommissioning/retro-commissioning planning.

 

  • Installation Energy Plans / Energy and Water Master Plans – Provide support to customers thru an integration of applicable installation and higher level strategic guidance, plans and policies into a holistic pathway that enables the installation to work constructively towards its goals in energy efficiency, renewable energy and energy resilience.
  • Capital Investment Strategy (CIS) – To provide assist customers with the development of Execution / Acquisition Support thru viable Energy Conservation Measures (ECMs) on a year-by-year basis, methodically prioritizing projects to yield optimal solution, and identifies various funding streams, acquisition tools, and programs on a year by year basis leveraging third party financing and other energy programs:
    • Energy Resilience and Conservation Investment Program (ERCIP)
    • Energy Savings Performance Contracting (ESPC)
    • Utility Energy Savings Contract (UESC)
    • Power Purchase Agreement (PPA)
