The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, awarded contracts May 21 to five businesses as part of a shared capacity $150 million Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract for technical and programmatic support services (TPSS) to support its Utility Monitoring and Control Systems (UMCS) and Electronic Security Systems (ESS) programs.
The following companies received contracts:

The MATOC will provide performance based contracts under the ESS and UMCS programs to ensure required services can be accomplished in a timely and cost effective manner.
The support services to be provided include restoring/adjusting building systems in order to bring a facility back into compliance with its original design. Restoration/adjustment may include minor repairs and alterations, as well as purchase of materials to support those minor repairs. Services may include information assurance technical support. TPSS relating to real property (such as utility monitoring and control systems, for example) may include review of and/or execution of commissioning plans; systems monitoring and operation; systems administration; developing budgetary Rough Orders of Magnitude estimates; training; on-site equipment data collection and compilation and other related technical and programmatic support, provided that Architect-Engineer (A-E) services are not required.
Additionally, TPSS relating to personal property (such as ESS, UMCS, related communication infrastructure) may include on-site inspection support; site visits; investigations, master planning, and surveys; systems evaluations; project management support; security assessments; technical reviews (may include review of work prepared or performed by Other Government Contractors); and other related technical and programmatic support, provided that Architect-Engineer (A-E) services are not required.
The ordering period inclusive of the base ordering period and all optional ordering periods is through May 21, 2020. The IDIQ contracts will have a base ordering period of one year with four one-year optional ordering periods, for a total ordering period of five years if all options are exercised. There is no guarantee that the option will be exercised on any or all of the awarded contracts.
The large majority of the work is estimated to take place in the continental United States, as well as Alaska, Hawaii and other U.S. Territories and possessions. Work performed in foreign countries, expected to be 5 percent or less of the overall scope, may include Germany, Italy, Japan and South Korea.
