USACE awards $831 million contract to Fluor for power grid repair in Puerto Rico

The U.S. Army Corps of Engineers (USACE), in coordination with the U.S. Army Engineering and Support Center, Huntsville, on Dec. 1 awarded a time and materials contract with an $831 million ceiling to Fluor Corporation, Irving, Texas, to support ongoing work to restore the power grid in Puerto Rico.

USACE released the Request for Proposal to the nine companies that are part of the Resilient Power and Mechanical Systems (RPMS) Basic Ordering Agreement (BOA) -- similar to a multiple award task order contract -- Nov. 7, and received proposals Nov. 14. A best value competitive selection process selected Fluor from the proposals received.

"This additional contract award demonstrates the federal government's commitment to doing everything possible to restore the power to the people of Puerto Rico," said Jose Sanchez, director of Puerto Rico Power Grid Restoration Program. "USACE understands the urgency of this mission and these additional resources will allow us to advance on our mission in an expeditious and effective manner."

USACE previously awarded a similar RPMS BOA contract for $240 million to Fluor Oct. 16. This second contract will provide additional resources and personnel needed to support the work to restore the power grid in Puerto Rico.

Fluor will augment ongoing efforts to repair transmission and distribution lines. The contract includes equipment evaluation and repair, as well as the re-energization and recommissioning of substations and switching stations.

Repairing the power grid is a process that includes four main efforts: provide temporary emergency power and spot generation for critical facilities; ensure adequate generation at power plants; reinstall and repair transmission lines; and restore and repair distribution lines.

USACE looks forward to the continuing partnership with the Puerto Rico Electric Power Authority, the Department of Energy and the Federal Emergency Management Agency on this important endeavor.
