Lapse in Government Appropriations - Tuesday, October 7, 2025

The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.

 
The U.S. Army Engineering and Support Center, Huntsville furnished the Army Corps of Engineers Mobile District’s new six-story headquarters in downtown Mobile.
The old Martin Army Community Hospital, built in 1958 at Fort Benning, Georgia, was razed in late February. However, there is still work to be done and the U.S. Army Engineering and Support Center Huntsville (Huntsville Center) Facility Reduction Program (FRP) is continuing site restoration. After project completion, the hospital site will be reused as a transportation hub connecting Fort Benning to a regional transportation network.

The changes will affect 10 programs at Huntsville Center and one program operated external to Huntsville Center, all of which provides technical, specialized, and non-geographic support to military and federal agencies around the world.
Col. Sebastien Joly, Huntsville Center commander, gives opening remarks to more than 50 representatives from 18 Energy Services Companies at the Energy Savings Performance Contracting Multiple Award Task Order Contract IV Kickoff at the Center Aug. 21. Huntsville Center is considered the Army’s expert in Energy Savings Performance Contracts. The $3 billion MATOC IV is set to help modernize aging Department of Defense facilities and infrastructure by reducing utility and maintenance costs via third party financing that utilizes private capital to make infrastructure improvements without tapping into an installation’s budget.
