Headquarters, U.S. Army Corps of Engineers created the Standards and Criteria Program (SCP) to maintain and develop criteria for documents, designs and standards that support not only the Corps, but also other Department of Defense agencies, NASA facilities and outside stakeholders.

The U.S. Army Engineering and Support Center, Huntsville, is the program-executing agent for HQ USACE’s SCP annual program. Huntsville Center manages funding and document execution for HQ USACE.

The work accomplished under the SCP results in improved construction, rehabilitation and maintenance/repair projects, which are more cost-effective. The SCP umbrella includes the program areas of criteria documents and Notice program.

The SCP maintains the existing inventory of Corps criteria documents (guide specifications, technical manuals, standard designs, etc.) and develops new criteria documents in technical areas where the need is identified.

The Notice program maintains Unified Facilities Guide Specifications (UFGS) through the quarterly update and release of the UFGS data set.

The program includes the operation of the TECHINFO Web system for publication of UFGS and other criteria documents and maintenance of a master reference publication list and other functions associated with specifications.
