Power Purchase Agreements (PPAs) fund renewable energy projects with minimal up-front capital costs incurred.
PPAs are a form of alternative financing using private sector capital for the establishment
of renewable energy projects for federal agencies and Department of Defense installations. After
project completion, the developer owns, operates and maintains the system for the
life of the contract.
The U.S. Army Engineering and Research Center, Huntsville (Huntsville Center) PPA program
provides cradle-to-grave acquisition and project management expertise to
installations for small scale renewable projects.
Our full line of capabilities
include program management, contracting, engineering, legal services and partnerships
with external agencies to include National Renewable Energy Laboratory and Pacific Northwest National Laboratory.

This complex process
involves developing requirements and coordination with: Office of the Assistant Secretary of Defense for Energy, Installations and Environment; Office of the Assistant Chief of Staff for Installation Management; Assistant Secretary of the Army for Installations Energy & Environment; Assistant Secretary of the Army for Installations, Housing & Partnerships; external stakeholders at land holding commands and other services.
Huntsville Center has established a strategic partnership
with the Army Office of Energy Initiatives (OEI) to provide financial, operational,
mission and staff support in addition to serving as their acquisition partner
for large scale renewable energy projects.
We established a $7 billion multiple award task order contract (MATOC) in 2013 consisting
of four renewable technology pools (solar, wind, biomass and geothermal) to streamline
the acquisition process for both large and small-scale PPA projects. The MATOC
allows us to award contracts for up to 27 years.
