ESPCs allow agencies to procure energy savings and facility improvements with no up-front capital costs or special appropriations from Congress, through the utilization of alternative financing from the private sector.
Typical ESPC Process:
The program has implemented more than $1 billion in facility improvement capital
investments since its inception. In the last five years the program has executed 81 percent
of the Army’s total $1 billion contribution to the $4 billion Presidential Performance Contracting Challenge’s (PPCC) for energy efficiency performance contracts in
the federal sector through 2016.
